Recognizing this, the State has been empowered to take affirmative action in favour of historically disadvantaged social groups such as the Scheduled Tribes (STs) through reservation. So far, 705 Scheduled Tribes have been notified under Article 342 of the Constitution, spread over different States and Union Territories. Andhra Pradesh and Telangana states are the home to 35 tribal communities. They comprise seven per cent of states' population. These tribal groups are the largest tribal concentration in South India. The scheduled area of Andhra Pradesh and Telangana is covered by Tribal Sub-Plan. These indigenous tribal communities are mostly concentrated in hilly tracts. Development policies of the successive governments were characterised by several controversial initiatives and resulted in the eviction of tribal population from forests. This has diluted the spirit of Fifth Schedule. There are no special courts and exclusive laws to safeguard their basic rights and protect them from atrocities. A comprehensive policy is still long overdue. If protective laws are not strengthened effectively, there will not be any improvement in the lives of adivasis (tribals). The present work is important in the sense that it takes a look at tribal development in Andhra Pradesh and Telangana states. Extensive filedwork has been conducted in these two regions and advices of social scientists, tribal welfare administrators and academicians have been considered in the narrative. It is expected that the present work will be of great help in conducting research on similar problems in India in general and Telangana and Andhra Pradesh in particular.

The present study on Siddhapuram and Stuartpuram settlements of ex criminal tribes is welcome addition to the existing literature on Denotified tribes of Andhra Pradesh. Quite a few works have been published on Indian tribes in general and DNTs of Andhra Pradesh in particular. However the work on the so called ex criminal tribes is rather scarce. In all there are five settlements for these DNTs. Of these two settlements have been placed under the care of the Salvation Army. Stuartpuram is one of the two. Being located in the present Guntur District of Andhra Pradesh the settlement is named after the then acting secretary to the government of Madras Mr. Stuart. Known for its notoriety of crime with leading dacoits hailing from this settlement it has attracted the attention of several social activists like Lavanam Hemlatha Lavanam of the Atheist Centre Vijayawada who ungrudgingly devoted their time and energies in bringing about a change in the culture of crime set of the settlers. After a prolonged and sustained record of service and devotion by these agencies and also the government there is visible change today among the inmates here. The author of the present work has been able to procure rare records and documents from the national Tamil Nadu and Andhra Pradesh archives. He also made an elaborate survey of secondary sources relating to the present work. What makes the book unique is the extensive oral testimony that the author has laboured hard to collect and on its basis the whole work is reconstructed. 284 pp.

The author examines that for generations together the DNT families have been labeled as criminal and have suffered dishonour and social negligence. The stigma of criminality is still one of the major impediments in the smooth functioning of educational programmes for children among the DNT communities. The aims and objectives of the study are to examine the education prevailing among the DNT children from colonial times to the present, to what extent has education been spread among the DNT communities after 65 years of Independence and to suggest the ways and means for the betterment of the DNTs through education. The study critically examines the character, education level and dimensions of educational problems being faced by the DNT communities in India in general and Andhra Pradesh in particular.
