Foreign direct investment (FDI) is a strategic instrument of development policy in India. It is envisaged to play an important role in the long-term economic development of the country by augmenting availability of capital, enhancing competitiveness of the domestic economy through transfer of technology, strengthening infrastructure, raising productivity, generating new employment opportunities and boosting exports. Since the economic liberalisation policy initiated in 1991, the Government of India has taken several measures to encourage FDI in almost all sectors of the economy. However, the emphasis has been on inflows in the development of infrastructure and technological upgradation of industry. With a vast reservoir of skilled and cost-effective manpower, India is now recognized as one of the most attractive investment destinations by reputed international rating organisations. Under the current policy regime, there are three broad entry options for foreign direct investors: (a) in a few sectors, FDI is not permitted, (b) in another small category of sectors, foreign investment is permitted only till a specified level of foreign equity participation and (c) in all other sectors, foreign investment up to 100 percent of equity participation is allowed. In the World Bank s Doing Business Report, 2015, India was placed at 142 among 189 countries in terms of ease of doing business. India ranked even below Pakistan which occupied 128th rank and much below China which secured 90th rank. Encouragingly, India was ranked at 130 in the 2017 Report and at 100 and 77 in the 2018 and 2019 Reports respectively. Presently, it is the highest-ranked South Asian country. The present book deals with almost all aspects of FDI in India. It particularly focuses on current policies, conditions and procedures for FDI inflows into India. It also records and reviews current policies and programmes to improve business environment in India.

India s industrial policy after Independence in 1947 was shaped broadly in terms of the Industrial Policy Resolution of April 1948 which was reviewed in light of the experience gained, and the new Industrial Policy Resolution was adopted in 1956. It called for adoption of a socialistic pattern of society and the need for industries of basic and strategic importance to be in the public sector. During the 1950s and 1960s, India witnessed a massive expansion of public sector through new units, and nationalisation of existing units. Public sector enterprises (PSEs) did play an important part in the development of heavy and basic industries in India. However, after the initial exuberance of the public sector entering new areas of industrial and technical competence, a number of problems began to manifest themselves in many enterprises. Problems were observed in terms of: (a) low productivity, (b) lack of technological upgradation, (c) under-utilisation of installed capacity, (d) bureaucratic instead of professionalised management, (e) excessive political interference, (f) over staffing, and (g) labour indiscipline. Poor performance of PSEs, at least in financial terms, was reflected in low profits and in some cases mounting losses year after year. Profit-making enterprises generally enjoyed monopoly status and therefore their profits were not reflective of their operational efficiency. In the context of significant changes in fiscal, monetary, trade and industrial policies, the need for a review of the continued presence of public sector in a wide range of activity was felt in the late 1980s. Hence, privatisation of public sector enterprises became a part of the economic reforms process initiated in 1991. On July 24, 1991, the government presented to the Parliament, a Statement on Industrial Policy, which spelt out a new strategy for public sector and marked a turning point in the industrial policy of India. Policy of the present government regarding public sector was well articulated by Finance Minister Nirmala Sitharaman in her Budget Speech to the Parliament on February 1, 2021. It has the following objectives: (a) minimizing presence of Central Public Sector Enterprises (CPSEs) including financial institutions and creating new investment space for private sector, (b) post-disinvestment, economic growth of CPSEs/financial institutions will be through infusion of private capital, technology and best management practices, to contribute to economic growth and new jobs, and (c) disinvestment proceeds to be used to finance various social sector and developmental programmes of the government. This book traces the philosophy and evolution of PSEs in the early years of post-Independent India. It records the causes of disillusionment with public sector and the consequent reversal of government policy, beginning 1991. Disinvestment and privatization policy of the present government is also set forth.

In other words, it means inter-group, inter-sector as well as inter-regional equity. Growth is inclusive when it creates economic opportunities along with ensuring equal access to them. The concept of development is inextricably linked with environment protection. Sustainable development is a strategy for improving the quality of human life, while living within the carrying capacity of supporting eco-system. Sustainable development is that which meets the needs of the present without compromising on the ability of future generations. The study of development economics raises awareness regarding economic policies and practices being followed in a country. It also helps in gaining a better understanding of the dynamics of development process, both at the international and domestic levels. This book explains various aspects of development economics. It would help teachers and students of the subject to understand the basic concepts, components and processes of development economics. The book contains 30 chapters which have been organized into 2 parts. Part I (chapters 1 to 15) is titled Underdeveloped Countries and Growth Models. It explains and examines the following models of economic growth propounded by economists from time to time: W.W. Rostow's stages of economic growth, economic growth model of Robert Solow, Harrod-Domar growth model, big push model of Paul Rosenstein-Rodan, critical minimum effort theory of Harvey Leibenstein, Ragnar Nurkse's balanced growth theory, Albert Hirschman's theory of unbalanced growth, and Simon Kuznets inverted U hypothesis. Infrastructure is generally defined as the physical framework of facilities through which goods and services are provided to the public. Its linkages to the economy are multiple and complex, because it affects production and consumption directly, creates positive and negative spillover effects (externalities), and involves large flows of expenditure. Generically, it has the following distinct components: (a) energy (electricity, coal, petroleum and natural gas, renewable energy sources and atomic power for civil use), (b) transport (railways, roads and road transport, ports and shipping and civil aviation), (c) telecommunications and information technology, (d) special economic zones (SEZs), (e) harnessing water resources and irrigation, (f) rural infrastructure (housing, transport, communications, water supply and sanitation) and (g) urban infrastructure (housing, transport, slum clearance/development, water supply, sanitation and sewerage and solid waste management). Till recently, as the government implemented and financed the bulk of infrastructure outlays, all the attendant project risks were also borne by the government. Resource mobilisation, mainly domestic, was through pre-emption of funds from banks and insurance companies backed by issue of dated securities. Foreign funds mainly in the form of project-specific aid from bilateral and multilateral sources supplemented the domestic resources. Hence, infrastructure financing was relatively simple and straightforward, but undoubtedly inefficient and lacking accountability. Public-private-partnership (PPP) is a mode of providing public infrastructure and services by the Government in partnership with the private sector. It is a long-term arrangement between Government and private sector entities for the provision of public utilities and services. In view of the investments made/management provided by private sector entities, there is risk sharing as well as performance-linked payments made by the Government to the private entities. PPP concessions can either be sustained by user charges collected by the concessionaire or through annuity payments made by the Government. In case annuity payments are made, they are typically borne by the Government out of the annual budgetary allocations spread over time and are essentially in the nature of deferred budgetary payments.
