Tosa painters were employed chiefly by the imperial court in Kyoto. The court sheltered a sacrosanct emperor who, though wielding little direct power, embodied the mystical sources of state authority. The Kano school worked primarily for the samurai class, whose military regime in Edo controlled land tenure, distribution of tax revenues, and even the income of the emperor and the funds available to him to build his palaces.
