Er war von 1977 bis 2013 einer der beiden US-Senatoren aus dem Bundesstaat Indiana. Er gehörte der Republikanischen Partei an und war von 1987 bis 1995 sowie von 2003 bis 2007 Vorsitzender des Senatsausschusses für Außenpolitik. Lugar setzte sich im Senat sehr stark für den Abbau nuklearer, biologischer und chemischer Waffen in der Welt ein.
