G. Warren Nutter (19231979) was the lead researcher and architect of the NBER's Soviet economic study. He was a prominent American economist associated with the "Chicago School" of economics, having earned his Ph.D. at the University of Chicago. Adam Kaufman (19021994) provided critical data analysis and institutional knowledge for the project, drawing from a personal history in Eastern Europe. He spent nearly 10 years in Polish prisons for his political activism before fleeing the country as WWII broke out, arriving in the United States in 1941. In the U.S., he used his unique understanding of communist systems and language skills to evaluate Soviet government statistics for the NBER. He later was a planning economist for the United Nations. Israel Borenstein served as a vital research associate for the project, specializing in deep-dive sectoral data and capital analytics. Borenstein was an expert in long-term capital formation and financing. Aside from his work on the Soviet Union, he co-authored major NBER reference books tracking American industry, such as Capital in Manufacturing and Mining: Its Formation and Financing. Growth of Industrial Production in the Soviet Union is a 1962 reference book by American economist G. Warren Nutter, assisted by Israel Borenstein and Adam Kaufman. Published by Princeton University Press for the National Bureau of Economic Research (NBER), it provides an extensive and independent statistical analysis of Soviet industrial growth from 1913 to 1955. Nutter's work was groundbreaking because it adjusted and re-evaluated heavily inflated official Soviet statistics. The book's core conclusions and methodologies include: Adjusting the "Index Number Problem": Nutter demonstrated that Soviet growth indexes heavily exaggerated progress due to shifting weights and the introduction of new products at temporarily high "introductory" prices. Industry Sampling: Rather than relying solely on aggregate claims, the book examined physical output trends across a comprehensive sample of individual Soviet industries. Sectoral Disparities: The research highlighted a significant imbalance, with rapid output growth in heavy industry, metals, and military hardware, while consumer goods and civilian machinery severely lagged. The National Bureau of Economic Research (NBER) is an American private nonprofit research organization "committed to undertaking and disseminating unbiased economic research among public policymakers, business professionals, and the academic community." The NBER is known for proposing start and end dates for recessions in the United States. The NBER was established in 1920 following debates during the Progressive era over income distribution. Founded by Malcolm Rorty and Nachum Stone, the NBER aimed to fill the information gap on economic data. The organization's research is restricted to presenting data and findings without making policy recommendations. The NBER initially received support from the Carnegie Foundation, the Laura Spelman Rockefeller Foundation, and various corporations. Columbia University professor Wesley Clair Mitchell was the first director of research, guiding the organization's research for 25 years. The NBER's initial projects included measuring labor's share of national income and studying unemployment and business-cycle fluctuations. In 1927, Mitchell brought in Simon Kuznets, who later played a pivotal role in developing the U.S. national income accounts. Kuznets' work laid the foundation for the Nobel Prize he received in 1971. After World War II, the NBER expanded its research scope. Arthur Burns succeeded Mitchell as research director. The 1950s and 1960s saw groundbreaking work by Milton Friedman and Anna Schwartz on monetary policy's impact on business cycles. Research in labor economics also flourished during this period. NBER has been credited with mainstreaming the study of human capital in economics. Prior to the 1950s, the concept of human capital was rarely used in economics, but throughout the 1960s, NBER increased usage of the concept. Arthur Burns became NBER's president in 1956.
