The main text is the "Report by Mr Last respecting the Working of the Decree for the Abolition of the Status of Slavery during the Year 1903", with a brief covering note by Resident John Houston Sinclair to the Marquess of Lansdowne (Secretary of State for Foreign Affairs). Last explains why the number of slaves presenting themselves for manumission is now very small, attributing it to the advantages and rights that come with slavery, the honour of being attached to a particular House, etc, describes their conditions, and predicts that slaves freed in future will be those freed by the owners out of a sense of religious duty. Tables show monthly count of slaves freed during 1903 distinguishing male / female, tribal origins, preference for town or country life after freedom, birthplace, and monthly totals of slaves freed during 1897-1903, showing the decline. Also included is an extract from Vice-Consul O'Sullivan Beare's report stating "the slavery question may be said to be at an end in Pemba", and a reply from the Foreign Office to Consul-General Basil Cave expressing Lansdowne's satisfaction with progress.
