Under that charter only those holding land could vote. In 1841 a group of citizens led by lawyer Thomas H. Dorr met and drafted the "People's Constitution." This was accepted and ratified by the populace and Dorr was elected Governor. But the "old" state legislature, relying upon the Carolinian charter met declaring the "People Constitution" illegal. President Tyler decided that only the "old" legislature was legal and backed them. This group issued warrants for the arrest of Governor Dorr whom they had convicted of treason. Finally for fear of the possibility of a civil war the "old" legislature called a new constitutional convention which gave the right of voting to all native born white [male] citizens instead of only those with land. A tight, fine copy, gilt lettering bright, virtually no wear; occasional scattered light foxing. An important piece in Rhode Island history, dealing with the question of a new constitution for that state which would lead to Dorr's Rebellion. By far the best copy we have seen of this scarce work.
