Está muito aumentada com apontamentos que o autor deixou e que foram aproveitados pelo editor. Manuel Fernandes Tomás (Figueira da Foz 1771 ? Lisboa 1822) Jurisconsulto, desembargador da Relação do Porto, foi um dos principais mentores e participantes na Revolução Liberal de 24 de Agosto de 1820 e teve papel fundamental na elaboração da Constituição de 1822. Obra muito apreciada pela particular relevância para o conhecimento das leis, decretos, assentos, alvarás e toda a jurisprudência em vigor à data do Império Luso-Brasileiro. Trata-se de uma base de dados jurídica, sintetizada e organizada pelo autor ao longo de muitos anos de trabalho, tal como é referido no privilégio real. No caso do Ultramar, e do Brasil em particular, encontram-se as leis promulgadas em Portugal e no Rio de Janeiro como por exemplo (pág. 124, entrada 390) «O comercio delle [Brasil] foi aberto a todas as Nações, pagando por entrada vinte e quatro por cento, à excepção dos géneros estancados. C. R. 28 de Janeiro de 1808», e outras leis e regulamentos mais antigos referentes ao Brasil, como por exemplo a lei de 1 de Abril de 1680 «do crime de cativar índios do Brasil» (pág. 47, entrada 724). O investigador antigo e o investigador actual encontram aqui todas as pistas, que podem ser consultadas por ordem alfabética e correlacionadas através de uma tabela remissiva (colocada nas últimas 140 páginas do 2º volume) e da qual o autor fornece uma «Explicação da Tabela Remissiva dos lugares paralelos, que se encontram neste repertório» (págs. 427-428 do 2º volume), com o funcionamento da mesma através de um exemplo concreto (a palavra Cabido), podendo assim encontrar-se um artigo da Legislação através de uma ou mais palavras. This is a legal data base, summarized and organised by the author throughout many years of work, as mentioned in the Royal Privilege. In short, this work is a directory of all references of Portuguese jurisprudence, both in the mainland and the colonial empire, going as far as showing the detailed laws about civilian activities; of the religious orders (authorisations for the operation of convents and patronages); organisation of the tutelage of different trade affairs, like marine insurances; and also the daily organisation of the navy and war issues.
