La maniobra estratégica refiere a un esfuerzo continuo hecho en el discurso argumentativo por reconciliar el objetivo retórico de lograr efectividad con la meta dialéctica de mantener la razonabilidad. La maniobra estratégica toma lugar en todas las etapas del discurso argumentativo. Se manifiesta simultáneamente en la elección que se efectúa de los 'tópicos potenciales' de las movidas argumentativas disponibles en una etapa particular, en la adaptación a los requerimientos de las 'demandas de la audiencia', y en la selección de 'mecanismos presentacionales' adecuados. La maniobra estratégica se descarrila cuando en el contexto específico de un 'tipo de actividad comunicativa', en la que el discurso tiene lugar, se viola una regla para una discusión crítica, resultando así en un movimiento falaz. Van Eemeren deja en claro que tomar en cuenta la maniobra estratégica posibilita un método más rico y preciso para el análisis y la evaluación del discurso argumentativo.
