Laser applications are listed under communications; beam propagation; computer technology; holography; laser-induced chemical reactions; measurement of laser parameters; laser measurement applications; laser-excited optical effects; beam-target interaction; and plasma generation and diagnostics. Soviet laser development, initiated in the mid-1960s, focused heavily on military, industrial, and specialized space applications, often aiming to disrupt, blind, or dazzle rather than just destroy. Major projects included the Terra-3 facility at Sary Shagan for anti-satellite research, the 1K17 Szhatie laser tank for optical-electronic warfare, and early space-based laser initiatives like the Polyus/Skif-DM prototype. Key aspects of Soviet laser programs included:Weapon Development (1960s1980s): The USSR invested heavily in high-energy lasers to counter US space systems and ground armor. The global spread of expertise in science and technology and commercial access to advanced technologies with possible military…applications could undermine the technological superiority on which U.S. military strength is based. To address this possibility, the U.S. intelligence community must provide adequate, effective warnings of the evolution of critical technologies. The Technology Warning Division of the Defense Intelligence Agency asked the National Academies to undertake a study of technology warning issues. This report, the first part of that study, provides an assessment of critical, evolving technologies; postulates ways potential adversaries could disrupt their development; and identifies warning signs that disruptive methods are under development. The intention of this report is to establish the foundation for a long-term relationship between the National Academies and the technology warning community to support ongoing studies of technology warning issues. U.S. military strength is built on a foundation of technological superiority that grew from a position of global leadership in relevant technologies and innovative capabilities. That leadership position is no longer assured. The synergistic forces of globalization and commercialization of science and technology are providing current and future adversaries with access to advanced technologies as well as the expertise needed to exploit those technologies. The Defense Intelligence Agency (DIA) requested that the National Research Council (NRC) establish the Committee on Defense Intelligence Agency Technology Forecasts and Reviews to conduct meetings with the intelligence community (IC) in order to develop study topics relating to technology warning. The committee was asked to produce a report, based on its discussions with the intelligence community, that discusses capabilities upon which U.S. warfighters are dependent and to identify the potential for adversaries to threaten those capabilities through the exploitation of evolving technologies. It is the intent of both the DIA Technology Warning Division as sponsor and the National Research Council that this report, which is limited in scope, will establish the foundation for a long-term collaborative relationship to support the examination of technology warning issues. It is expected that such examination will be useful not only for the DIA but also for other members of the intelligence community who might need such analyses. It is intended that the current ad hoc committee be disbanded subsequent to the publication of this report and that a standing committee be formed to work with the IC to keep abreast of issues relating to technology warning and to develop specific statements of task for independent ad hoc committees of the NRC to perform.

The purpose of this guide is to provide aircrews and other Air Force personnel with a readily available pictorial guide to Soviet aircraft. Although designed solely as a recognition guide, additional information is provided in the interest of improving the recognition value of the material. Included in this manual is the best photography available at the time of publication; this material will be supplemented periodically as photography becomes available. This contains information on Bombers, Transports, Fighters, and Miscellaneous Aircraft. This is a major military intelligence reference work during a peak period of the Cold War. Aircraft recognition is a visual skill taught to military personnel and civilian auxiliaries since the introduction of military aircraft in World War I. It is important for air defense and military intelligence gathering. Aircraft recognition generally depends on learning the external appearance of the aircraft, both friendly and hostile, most likely to be encountered. Techniques used to teach this information have included scale models, printed silhouette charts, slide projectors, computer aided instruction and even specially-printed playing cards. It was the creed of the British War Department and the Air Ministry, at the start of the war, that accurate recognition of high-flying and fast-moving aircraft was not possible. The spare-time volunteers of the Observer Corps disagreed and between 1938 and 1939 they started developing the skills and training materials to achieve it, on an unofficial basis. Local units began to band together and form spotting clubs caller Hearker clubs that eventually combined in April 1941 as The Royal Observer Corps Club and prepared early aircraft type silhouette cards for both allied and German types, mostly made by tracing photographs from The Aeroplane magazine, with some made by enlarging silhouettes from commercially produced 1930s cigarette card sets. Technical editor of The Aeroplane, Peter Masefield, who was also a member of the Corps, traveled the length of Britain giving lectures and training sessions. The club also produced a fortnightly magazine, The Aeroplane Spotter, with the help of The Aeroplane's printers, that was eventually distributed to every unit in the Corps. Large wall posters were produced that showed every known type of aircraft. The WEFT (Wingshape, Engine configuration, Fuselage shape and Tail type) system of recognition was first developed by Chief Observer C.H. Gibbs-Smith of Watford Group's Delta 3 post and a member of Hearker Club No. 3. Recognition competitions were organized locally, regionally and nationally and by the start of World War II the Corps had trained nearly 30,000 volunteers to accurately recognize all types of current aircraft. The unofficial Aeroplane Spotter magazine was later renamed as The Journal of the Royal Observer Corps Club before being adopted as an official publication and renamed as The Royal Observer Corps Journal published by HMSO and distributed to every observer at a price of one shilling. In April 1942 the club initiated recognition proficiency tests, later adopted officially by the ROC, with three levels: 3rd Class level (later renamed Basic level) 50% correct; 2nd Class level (later renamed Intermediate level) 70% correct; 1st Class level (later renamed Master level) 90% or more correct. In September 1942 the government recognized the usefulness and effectiveness of the systems developed by the spare-time observers and first published Aircraft Recognition: The Inter-services Recognition Journal with early content copied from previous editions of Aeroplane Spotter and The Royal Observe.

In 1910, Korea was annexed by the Empire of Japan. In 1945, after the Japanese surrender at the end of World War II, Korea was divided into two zones along the 38th parallel, with the north occupied by the Soviet Union and the south occupied by the United States. Negotiations on reunification failed, and in 1948, separate governments were formed: the socialist and Soviet-aligned Democratic People's Republic of Korea in the north, and the capitalist, Western-aligned Republic of Korea in the south. The Korean War began in 1950, with an invasion by North Korea, and lasted until 1953. The Korean Armistice Agreement brought about a ceasefire and established a demilitarized zone (DMZ), but no formal peace treaty has ever been signed. North Korea follows Songun, or "military first" policy, for its Korean People's Army. It possesses nuclear weapons, and is the country with the second highest number of military and paramilitary personnel, with a total of 7.769 million active, reserve, and paramilitary personnel, or approximately 30% of its population. In 1992, as Kim Il-sung's health began deteriorating, Kim Jong-il slowly began taking over various state tasks. Kim Il-sung died of a heart attack in 1994, with Kim Jong-il declaring a three-year period of national mourning before officially announcing his position as the new leader afterwards. North Korea promised to halt its development of nuclear weapons under the Agreed Framework, negotiated with U.S. president Bill Clinton and signed in 1994. Building on Nordpolitik, South Korea began to engage with the North as part of its Sunshine Policy. Kim Jong-il instituted a policy called Songun, or "military first". Flooding in the mid-1990s exacerbated the economic crisis, severely damaging crops and infrastructure and led to widespread famine which the government proved incapable of curtailing, resulting in the deaths of between 240,000 and 420,000 people. In 1996, the government accepted UN food aid. Under the 1994 Agreed Framework, the U.S. government agreed to facilitate the supply of two light water reactors to North Korea in exchange for North Korean disar.

Sensitive compartmented information (SCI) is a type of United States classified information concerning or derived from sensitive intelligence sources, methods, or analytical processes. All SCI must be handled within formal access control systems established by the Director of National Intelligence. SCI is not a classification; SCI clearance has sometimes been called "above Top Secret", but information at any classification level may exist within an SCI control system. When "decompartmentalized", this information is treated the same as collateral information at the same classification level. The federal government requires the SCI be processed, stored, used or discussed in a Sensitive compartmented information facility (SCIF). Sensitive Compartmented Information (SCI) is a U.S. classification for intelligence data from sensitive sources, methods, or processes, requiring strict control within formal access systems (SCIFs) beyond regular Top Secret, demanding specific "need-to-know" and indoctrination for access.
