The Introduction states that "This document summarizes refinements related to strategic plutonium facility planning developed over the past year. The focus of this paper is on the facility backbone. The reasoning behind this approach is threefold: the facilities 1) consume significant funding resources, 2) take the longest to acquire, and 3) are the resource category most significantly impacted by the deferral of the Chemical and Metallurgy Research Replacement--Nuclear Facility. This preliminary proposal was intended to address the planning basis and how it had changed, the facility strategy to support plutonium programs, including pit manufacturing, key schedule activities, key cost elements, and key risk elements associated with the plutonium infrastructure. The most commonly invoked privilege incorporated within Exemption 5 is the deliberative process privilege, the general purpose of which is to "prevent injury to the quality of agency decisions." Three policy purposes consistently have been held to constitute the bases for this privilege: (1) to encourage open, frank discussions on matters of policy between subordinates and superiors; (2) to protect against premature disclosure of proposed policies before they are finally adopted; and (3) to protect against public confusion that might result from disclosure of reasons and rationales that were not in fact ultimately the grounds for an agency's action. Since the Trump Administration has addressed a plutonium infrastructure option in South Carolina, the three policy purposes no longer appear to be met and the limitation no long applies. While no DOE review was made, a trained Authorized Derivative Classifier who also had Official Use Only training suggested that there was no longer a basis for the OUO marking.
