Rarissima relazione del secondo congresso del CIAM (Congrès Internationaux d'Architecture Moderne) che si svolse nel 1929 a Francoforte e che vide la partecipazione di architetti provenienti da tutta Europa e dagli Stati Uniti: R I. Neutra, E. May, V. Bourgeois, C. J. Robertson, A. Alto, Le Corbusier, M. Stam, G. Rietveld,  A. Sartoris, L. Backer, M. Ginsbourg ecc. Il tema affrontato fu quello dell'unità abitativa minima (Existenzminimum), accessibile con un salario minimo, uno tra i concetti più significativi tra quelli portati avanti dal Gruppo, definibile come unità di pianificazione di base per strutture più ampie. I cento progetti qui presentati sono suddivisi in case unifamiliari, case per due famiglie, case per più famiglie. Walter Gropius, nel contributo sulle basi sociologiche dell'abitazione minima, sosteneva che il progetto dovesse partire dalle trasformazioni della società e dalle condizioni di vita della popolazione urbana industriale. La casa minima non poteva essere definita soltanto in termini di metri quadrati: occorreva considerare la composizione familiare e i bisogni effettivi degli abitanti. Per Le Corbusier il problema doveva essere affrontato attraverso l'analisi dell'organizzazione razionale dello spazio, le condizioni ambientali ? luce, aria e calore ? e il rapporto tra abitazione e urbanistica. Il congresso non arrivò a una definizione condivisa e definitiva della casa minima. Le differenze riguardavano non soltanto le dimensioni dell'alloggio, ma anche il significato sociale e politico del concetto di 'minimo': semplice soglia di sopravvivenza oppure nuovo standard abitativo, economico, ma di qualità.…
