After Peel's reforms of the Metropolitan Police in 1830, the rural areas failed to follow suit, and at the time of the Report there were over 500 voluntary associations for the apprehension of felons. The Report resulted in the passing of 'The Permissive Act' enabling Justices, at their discretion, to raise, and equip a paid police for the protection of their county. It was the first, tentative, step towards a professional police force throughout Britain.
