The congressman congratulates Arthur Sohmer, who would later serve as Vice President Agnew's chief of staff on his recent appointment, "Congratulations on your recent appointment to the post of appointments officer for Governor Agnew." Signed "Clarence" in blue ink. Folded for mailing with a staple hole at top left. Very good. The Democratic U.S. Congressman Clarence D. Long Jr. (1908-1994) represented the 2nd congressional district of Maryland. He became Chairman for the subcommittee on Foreign Operations of the House Appropriations Committee in which role he supported the anti-Soviet Mujahideen which was the subject of the movie "Charlie Wilson's War".
