The Nonproliferation Policy Education Center (NPEC) is a nonpartisan, nonprofit, educational organization founded in 1994 to promote a better understanding of strategic weapons proliferation issues. NPEC educates policymakers, journalists, and university professors about proliferation threats and possible new policies and measures to meet them. Brian G. Carlson has been associated with RAND. Michael S. Chase became the Deputy Assistant Secretary of Defense for China on 8 February 2021 and assumed the responsibilities for Taiwan and Mongolia in October 2022. He was previously a senior political scientist at RAND where his research focused on Chinese military modernization, China's approach to strategic deterrence, Taiwan's defense policy, and Indo- Pacific security issues. Prior to working at RAND, he was an associate professor at the U.S. Naval War College (NWC) in Newport, Rhode Island, where he taught in the Strategy and Policy Department and conducted research on Chinese maritime issues in the Center for Naval Warfare Studies (CNWS). Before teaching at NWC, he was a research analyst at Defense Group Inc. and an associate international policy analyst at RAND. He has also taught courses on China and Indo-Pacific security issues at Johns Hopkins University School of Advanced International Studies (SAIS) and Georgetown University. This paper seeks to present an overview of contemporary Russian and Chinese approaches to nuclear policy, strategy, and for modernization, and to consider areas in which Russia's approach might influence developments on the Chinese side or the two countries might cooperate because of shared threat perceptions and national security interests. The paper draws on a variety of primary and secondary sources, including a number of books and articles in Russian and Chinese. These sources include writing by prominent scholars in both countries, including leading thinkers on military issue and on relations with the other country. They offer a glimpse into strategic thinking in both countries abut the other's nuclear weapons program and possible implications for its own. The author's research addressed in part the following questions: How does Russia view Chinese nuclear forces and strategy; How does China view developments in Russian nuclear forces and strategy; What Russia-China cooperation in taking place in these areas; and What are the implications of the above developments in the areas of future arms control, regional security and stability, and the interests of the US and its allies and partners in Asia?
