First appearance in print of the text of a lecture to the Royal Central Asian Society by E. A. V. de Candole, the Kuwait Oil Company's adviser on government relations, describing the flourishing of Kuwait post-independence and its transition from familial to constitutional government. Included are statistics on Kuwaiti loans to…African and Middle Eastern countries for modernization and development. De Candole (1901-1989) argues that Kuwait has become a country offering an alternative to the "drawnness and reserve of the West": "it is the easy friendliness of equals, and it is this absence of social snobbery, the man-to-man respect and loyalty for each other - making all Kuwaitis brothers, or at any rate members of one large family - which is so refreshing" (pp. 36-7). Eric Armar Vully de Candole was a British diplomat who served in the Middle East and North Africa from 1923 to 1958, including as Deputy Governor of north Sudan (1944-46), Chief Administrator, Somalia (1948), and Chief Administrator, Cyrenaica until 1951. He joined the Kuwait Oil Company following his retirement from the service. Large octavo, pp. 31-7 within the journal. V. de Candole, the Kuwait Oil Company's adviser on government relations, arguing against recent descriptions of Kuwait as a regressive petrostate in the British press. "All this is grossly untrue and calculated to cause much damage. The Ruler treats the oil re…venues as a sacred trust which he is responsible for using in the best interests of his country and people" (p. 27). Topics addressed include government organization and finance, town planning, utilities, schools, communications, and trade and industry. Addressing latent colonial paternalism, de Candole (1901-1989) states that, "I must stress that much understanding of the new psychology which is spreading in the Middle East is needed to maintain good relations. We must rid ourselves of the idea that we are fighting a rear-guard action against Arab nationalism. We must reshape our thinking to see how we can adapt our methods to co-operate with the evolution that is taking place, not to oppose it. Politically we should be well advised to treat our relations with Kuwait not as with a subject State but as that of a partner based on mutual interest and a long association" (p. 36).
