Colonel Campen served in the US Navy in WW II, participating in the capture of Saipan and Guam, and in the US Air Force in the Korean and Vietnam wars. He retired in 1975. Subsequently he managed the book publishing operations of the Armed Forces Communications and Electronics Association (AFCEA), Fairfax, Virginia. Colonel Campen was a prolific writer and lecturer on information systems, intelligence and national security. His 1992 book about information and intelligence in the Persian Gulf War, The First Information War, was one of the earliest publications on the subject. His 1995 book Cyberwar: Security, Strategy and Conflicts in the Information Age was required reading at many military schools. His articles and essays on communications, computers, information systems, intelligence and national security appeared regularly defense journals. Conflict in the Information Age is about ideas, values, aspirations, fears and the struggle of people for identity. This book is about a journey into a new place that we have yet to define. It is offered by thinkers in the forefront of American and British government, academic, military, and private industry. Here are some of the issues examined: Is Infowar real? Who will defend cyberspace? What are Information Operations? Can and should the military patrol the information highway? What are the legal, ethical and moral issues? Will information decrease or add to the fog of war? Can we safely outsource national security? What did Kosovo teach us? How would Sun Tzu have employed information war? How real is the Insider Threat? What is the psychology of future war? Will technology be master or servant? Can perceptions be managed in peace, crisis and war? Who should protect critical infrastructures and how? What is the information content in National Security Strategy?

This collection of 23 papers explore aspects of the ground-breaking application of IT technologies on and around the battlefield in the First Persian Gulf War. Top experts from military and industry provide analysis of what was a watershed application of IT in a variety of roles related to combat. Numerous top-level experts among the contributors including general officers James Clapper and Paul E. Menober Jr. Campen was a senior official in military IT, communications and intelligence from the World War II era thru the Gulf War era. He is the author of six papers in this collection. At the time of publication he was manager of the AFCEA International Press. He was formerly Vice President C3I at the BDM Corporation. The Gulf War was a war waged by coalition forces from 35 nations led by the United States against Iraq in response to Iraq's invasion and annexation of Kuwait arising from oil pricing and production disputes. On 2 August 1990, the Iraqi Army invaded and occupied Kuwait, which was met with international condemnation and brought immediate economic sanctions against Iraq by members of the UN Security Council. UK prime minister Margaret Thatcher and US president George H. W. Bush deployed forces into Saudi Arabia, and urged other countries to send their own forces to the scene. An array of nations joined the coalition, forming the largest military alliance since World War II. Most of the coalition's military forces were from the US, with Saudi Arabia, the United Kingdom and Egypt as leading contributors, in that order. Kuwait and Saudi Arabia paid around US$32 billion of the US$60 billion cost. The initial conflict to expel Iraqi troops from Kuwait began with an aerial and naval bombardment on 17 January 1991, continuing for five weeks. During this period, Iraq launched Scud missiles against coalition targets in Saudi Arabia and Israel in an attempt to provoke a coalition-jeopardizing Israeli response, which failed to materialize. This was followed by a ground assault by coalition forces on 24 February. This was a decisive victory for the coalition forces, who liberated Kuwait and advanced into Iraqi territory. The coalition ceased its advance and declared a ceasefire 100 hours after the ground campaign started. Aerial and ground combat was confined to Iraq, Kuwait, and areas on Saudi Arabia's border. The war marked the introduction of live news broadcasts from the front lines of the battle, principally by the US network CNN.
