Die Landschaftsplanung befindet sich in einer Situation, in der sowohl eine Konsolidierung des bisher Erreichten als auch eine perspektivische Weiterentwicklung notwendig sind. Die zu berücksichtigenden Aufgaben und die darauf bezogene Ausgestaltung der Landschaftsplanung sollten im Rahmen des o.g. Vorhabens untersucht werden. Hierfür waren zunächst die einschlägigen Anforderungen an die Landschaftsplanung im Einzelnen herauszuarbeiten, zu analysieren und zu bewerten. Die dabei gewonnenen Zwischenergebnisse dienten in Verbindung mit der Konsultation von Vertretern aus Wissenschaft und Praxis der Ableitung von Empfehlungen und Vorschlägen, die schließlich zu einem in sich schlüssigen Gesamtkonzept verdichtet wurden. Bei der Entwicklung dieses Gesamtkonzepts war der Beitrag der Landschaftsplanung im Kontext "Flächeninanspruchnahme durch Siedlung und technische Infrastruktur" von besonderem Interesse.
