After a reference to Bower's bronchitis, he discusses the conference at Oxford, concluding: 'The German members who have already accepted are few for conditions there are frightful. Simons [the German jurist Walter Simons] is taking a kur [sic] and writes that he is not sure to come. PRIVATE.
