Bliss (1853-1930), U.S.M.A. class of 1875, was named Army Chief of Staff in 1916 and oversaw the transformation of the Army from a small peacetime establishment to a large war machine. The general observes, "We did not know to what extent it was necessary for right to be supported with might. The Germans have forced us to learn this; and now victory is rendering our self-reliance unshakable." He concludes with the words of President Wilson, "we shall be and shall remain brothers in the cause of liberty and humanity".
