Shaw, a UK naval officer who served in World War I, is known for his stories with nautical themes. He also published stories as Frank Cleveland, Archibald Guthrie, Grenville Hammerton, Frank Hubert, and Ernest Winchfield. His works appeared widely in early twentieth century Boys' Papers- his contributions reaching close to 7,000 stories and 70 or so books. Some of his publications included science fiction elements including "The Prehistoric Terror", "The Swoop of the Eagle: A Great Story of the Motherland's Dire Peril", and "Outlaws of the Air.".
