Das letzte Jahr war für diese Industrie sogar eines der besten überhaupt, da die Exporte um 16 Prozent gegenüber dem Vorjahr gestiegen sind (Jornal APICCAPS nr.185, 02/2012). Und das, obwohl die Schuhindustrie stark unter dem zunehmenden Druck der Globalisierung gelitten und seit Beginn der 1990er Jahre ein Abwandern großer ausländischer Niederlassungen in Niedriglohnländer stattgefunden hat (Bertram 2005).Dieser Erfolg, der stark im Norden des Landes konzentrierten Industrie, soll im Mittelpunkt der folgenden Arbeit stehen. Die konkrete Fragestellung lautet: Inwiefern lassen sich die jüngsten Entwicklungen der Konzentration der Schuhindustrie im Norden Portugals mit dem Ansatz des Upgrading industrieller Cluster innerhalb der globalen Wertschöpfungsketten erklären Zur Betrachtung dieser Frage soll anfangs ein theoretischer Hintergrund über industrielle Agglomerationen gegeben werden, um im Anschluss die Bedeutung von Wissen innerhalb und außerhalb dieser zu beleuchten. Anschließend soll eine Annäherung an den Ansatz der globalen Wertschöpfungsketten erfolgen. Danach soll das Upgrading im Zusammenhang mit den globalen Wertschöpfungsketten betrachtet werden, vor allem empirische Befunde anderer Studien darüber, Fallbeispiele über weitere mögliche 'Bewegungen' innerhalb der Wertschöpfungsketten und die Herausforderungen für lokale Unternehmen zum Erlangen eines Upgradings.Als nächstes wird die portugiesische Schuhindustrie präzise dargestellt: Die Einbettung dieser in den nationalen und internationalen Kontext, die räumliche Verteilung, die historische Entwicklung bis heute und zuletzt die Schwachstellen sowie zukünftigen Herausforderungen der Industrie.Die empirische Analyse erfolgt zuerst anhand von quantitativen Daten aus der Literatur. In einem zweiten Schritt wird eine Sekundärliteraturanalyse durchgeführt, die die Strategien der Unternehmen präziser beleuchtet, kategorisiert und zusammenfasst.Viele der bisher veröffentlichten wissenschaftlichen Arbeiten über die Schuhindustrie in Nordportugal (auch im Zusammenhang mit Upgrading in Wertschöpfungsketten) haben den Schwerpunkt auf die Entwicklung ausländischer Niederlassungen gesetzt (Bertram 2005; Fonseca 2005). In der folgenden Arbeit hingegen soll die Entwicklung der heimischen Unternehmen analysiert werden.
