Recent efforts had included widening its Mataf area in 1979 with Haswas (pathways) and remaining structures around the Kaaba largely removed, adapting Tent Cities at Arafat and Mina (Rasch 1980), and new roads and tunnels. Issued by the Mecca Traffic Department, this was prepared by First Lieutenant Abdul Fattah Jaizani, supervised by Lieutenant Colonel Yahya Surour Al-Zaidi for the Gulf Cooperation Council's Traffic Week, held 27 Rajab 1404 (28 April 1984) to unify regional goals, promote awareness, and protect children and students (p88).
