Gutes Ex. - Many European governments have established environment or sustainable development advisory councils to provide independent, scientifically based advice on these fields, and to assist in the engagement of many different parts of national society in advancing sustainability. The national and regional councils have together formed the network of European Environment and Sustainable Development Advisory Councils (EEAC) in order share information and experience across Europe. The network also aims, where appropriate, to give collective advice on policy-making at EU level. Cooperation between councils under the EEAC network started in 1993, and there are now around 30 councils from 15 European countries participating in the network. EEAC Working Group on Sustainable Development After having contributed to the EU Sustainable Development Strategy in 2001, EEAC re-established a Working Group for Sustainable Development end of 2002. This group has given further input to strategy development and implementation at EU level since then, as well as providing a forum for exchange of views about sustainability issues at national level. As a further contribution to understanding of good process in this area the Working Group decided in 2003 to commission Dr Ingeborg Niestroy to undertake a benchmark study on national processes towards sustainable development and the role and impact of councils. Sustaining Sustainability is the report of this study. It provides an inside story on the state of the art of national strategies and processes for sustainable development in nine EU member states. It focuses on the governance of non-governmental actors. It particularly explores the role of advisory councils for sustainable development and environment, how they have been established and operate, how they contribute to the creation of effective national sustainable development strategies and to their implementation and monitoring, how they foster stakeholder dialogue and contributions, and how they help to bridge the various gaps between different actors on sustainability issues. The study identifies key achievements and challenges in all participating countries, provides a comparative analysis, and proposes ways for improvement.
