Ellsberg, a one-time analyst for the Rand Corporation who spent 2 years in Vietnam, "set in motion a chain of events that led to a landmark Supreme Court ruling that government efforts to halt publication of the Pentagon Papers represented a prior restraint in violation of the First Amendment freedom of the press" (First Amendment Encyclopedia). When, on leaving Rand, Ellsberg photocopied his 1967 Report for Rand, known as the Pentagon Papers, he tried to persuade the Senate Foreign Relations Committee to hold hearings. Failing that, he gave it to New York Times reporter Neil Sheehan, and on June 13, 1971 it published the first installment of a projected series. The writings collected here secured "Ellsberg's reputation as one of our most refined analysts of that awful war, just as his deus ex machina role in making the Pentagon Papers available established him as a passionate dissenter. Daniel Ellsberg was an American political activist, economist, and United States military analyst who is best known for releasing the Pentagon Papers to 'The New York Times', 'The Washington Post', and other newspapers. Commissioned by Secretary of Defense Robert McNamara, it was officially named 'Report of the Office of the Secretary of Defense Vietnam Task Force.' Put together by thirty-six analysts, including Ellsberg, it was a top-secret Pentagon study showing the increase over three decades of U.S. government decision-making in relation to the Vietnam War. Ellsberg was charged with conspiracy, espionage, and theft of government property, although the charges were dismissed after prosecutors investigating the Watergate scandal discovered the White House Plumbers were ordered to engage in unlawful efforts to discredit Ellsberg. Thomas Hughes served as the Director of the Bureau of Intelligence and Research (Now known as the Assistant Secretary of State for Intelligence and Research) from April 28, 1963 through August 25, 1969, serving under Kennedy and Johnson and resigning under Nixon. He went on to serve as president of the Carnegie Endowment for International Peace from 1971-1991. Originally joining Washington as legislative counsel to Senator Hubert Humphrey in 1955, he worked with then Vice President Humphrey to compose a memorandum from Humphrey to President Johnson warning about the negative consequences of escalation and intensification of the war in Vietnam. From the memorandum, dated Washington, February 17, 1965: "SUBJECT Vietnam. I would like to share with you my views on the political consequences of certain courses of action that have been proposed in regard to U.S. policy in Southeast Asia. I refer both to the domestic political consequences here in the United States and to the international political consequences." "In 1968, with an eye to history, Hughes commissioned an independent "self-study" to evaluate the INR's intelligence efforts during the Vietnam War. Hughes was unaware at the time of the similar but more elaborate project to study the Pentagon's decisionmaking on Vietnam, commissioned by Defense Secretary McNamara. Time magazine, in 1971, mentioned the INR study and dubbed it the State Department's version of the Pentagon Papers. But Hughes's study remained classified until 2004.Hughes, upon the publication of the State Department study of the INR and Vietnam, assessed his and his bureau's role in these terms: ".[we] have the ironic satisfaction of knowing that most of our forecasts have been vindicated by history. Washington D.C: Brookings Institution Press.] The overlap between the two men can not be understated, with Ellsberg photocopying the study in October 1969 with intent to disclose, just two months after Hughes left the Nixon administration. Hughes served as a powerful voice within the Johnson administration warning against escalation in Vietnam. He gave speeches of his opinions to members of the government and the intelligence community, many with a "not for publication" restriction, that in many cases touched on controversial issues like Vietnam, China, and Latin America. Ellsberg inscribed this copy one year before the declassification of the INR report that Hughes commissioned, but would have know of it's existence. His inscription, speaking of the wisdom and foresight of Hughes, is especially relevant given that the Pentagon Papers avoided any input from the State Department out of concern that President Johnson would shut down the project. The INR report covers the missing half of the equation. Both Ellsberg and Hughes passed away in 2023. 1369013. Shelved Dupont Bookstore.
