Thus in 1914 Germany regarded its alliance with Austria-Hungary as the unquestionable foundation of its foreign policy. This in turn led to the unqualified support of the Austrian-Hungarian policies towards Serbia, in which the First World War originated. Yet when Bismarck concluded that alliance in 1879, he did so für strictly pragmatic reasons, and years later he looked back upon the alliance with unrelieved skepticism when he remarked that he thought he bad made an alliance with the powerful Emporer of Austria while in actuality he had made it with the Hungarian parliament. Of this general role of accidental or pragmatic innovations being erected into a dogma to provide a seemingly immutable rule für conduct, the foreign policy of the United States presents two outstanding examples: the dogma of unqualified isolationism and the dogma of unqualified intervention. Both isolationist and interventionist policies ware born of certain pragmatic needs of the hour, and continuous usage tends to make us forget their pragmatic origins. Scholarship, then, must perform the function of a collective memory. It must remind statesmen and public of the historie roots of contemporary propositions and alignments. By doing this, it serves not only historie truth but also the political interests of the nation. - - -.
