La expectativa de las autoridades era que estos cambios, unidos a una mayor estabilidad macroeconómica y a un incremento de los gastos destinados al sector social, acelerarían el crecimiento, elevarían la productividad y conducirían a la creación de más empleos y a una mayor equidad. El presente libro es parte de un proyecto ejecutado por la CEPAL e investigadores de nueve países, con el objeto de determinar si esa expectativa se ha cumplido. Jorge Katz, Director de la División de Desarrollo Productivo y Empresarial de la CEPAL, examina los efectos de las reformas sobre el comportamiento innovador de los países de la región. El cambio más radical es la notable importancia adquirida por la tecnología y los equipos y maquinarias importadas, en detrimento de los sistemas de innovación nacionales y de la industria local de bienes de capital. A su vez, ha crecido la heterogeneidad entre sectores y tipos de empresas en materia de productividad. A nivel regional, se observa una diferenciación muy marcada entre la creciente especialización de México y Centroamérica en industrias de ensamblaje, orientadas en su mayor parte al mercado de los Estados Unidos, y los países del Cono Sur que se han especializado en ramas procesadoras de recursos naturales para su exportación a Europa y Asia. Estos diferentes patrones de especialización han dado origen a importantes diferencias en lo que respecta a la creación de empleos, equilibrio comercial externo y participación relativa del las pequeñas y medianas empresas.
