This report focussed on a narrow question: is there a technical issue…that necessitates a return to nuclear testing? In order to meet the growing technical challenges of stockpile stewardship, the Panel recommended that Presidential guidance be revised to require a balanced and complete assessment of the stockpile, the nuclear weapons complex that supports it, and the alternative options available for sustaining confidence. The Panel urges Congress to continue its strong focus and leadership, particularly in the following four areas: First, there is significant potential to strengthen stockpile surveillance, assessments, and certification. These processes are the day-to-day foundation for understanding and investigating the issues associated with stockpile safety and reliability, and they should be as rigorous and probing as the responsible stockpile stewards know how to make them. Congress should encourage the proposed revisions to these processes, which are needed to obtain a balanced and complete assessment of stewardship issues and options. Second, we need to articulate and fund a balanced, forward-looking weapons program that meets the requirements for weapons refurbishments, explores advanced concepts, and maintains leading-edge capabilities in weapons-relevant science and technology. A renewed and sharpened focus on deliverable products will drive the need to restore the weapons complex, to train a new generation of stockpile stewards, and to address long-standing management deficiencies. Third, test readiness, the time required to conduct a test after a decision to test is made, must be addressed much more realistically. This is not because a need to test is imminent, but because prudence requires that every President have a realistic option to test, in a timely manner, should technical or political events dictate a requirement. Fourth, the coming year will be critical for determining whether the NNSA can provide the strong leadership Congress sought by establishing this organization in 1999. The Secretary of Energy has limited the oversight of NNSA by DOE's environmental, safety, and health organization. However, he should also be urged to do still more to remove staff activities in DOE headquarters that are redundant to functions in NNSA. Such redundant activities inevitably hamper the efficient pursuit of NNSA's mission. NNSA must lead in transforming the weapons program by creating a resource plan that explains how it will address the challenges of stockpile stewardship, and in establishing the management capable of executing the plan. If NNSA is unable to accomplish such tasks within the current year, Congress should take positive action to further strengthen the mandate and support needed to adequately manage the national nuclear weapons program.

LogstownLogstown, at present-day Ambridge, Pennsylvania, was an important center for frontier diplomacy with the indigenous peoples living in the Ohio River Valley during the 1740s and 1750s. Occupied from approximately 1738 to 1758, Logstown was at the center of the events that shaped the destinies of the indigenous peoples of the upper Ohio River Valley throughout this period. This edition reprints three short historical sketches Judge Agnew originally published in 1893 and 1894. The first, Fort McIntosh: Its Times and Men, provides a history of Fort McIntosh as well as information related to Fort Pitt during the later years of War of American Independence. The second essay, 'Fort Pitt' and Its Times, covers aspects of the history of Fort Pitt not contained in the earlier work. The third work, 'Logstown' on the Ohio, is a history of white relations with the Native American inhabitants of the village of Logstown, an important trading center during the 1740s and 1750s.The Honorable Daniel Agnew (1809-1902) was one of the earliest residents of Beaver, Pennsylvania. Born in Trenton, New Jersey, his family moved to Pennsylvania when he was still young. He graduated from Western University in Pittsburgh in 1825 and began to practice law. Agnew moved to Beaver in 1829. He became a member of the Whig Party and was appointed a judge in the 17th Judicial Circuit in 1851. Agnew then served as Chief Justice of Pennsylvania from 1863-1878. After his retirement, he returned to Beaver, where he spent most of the remainder of life in the pursuit of local history.

The tongue-in-cheek resolution com…ments on the Vice President's golfing skills "Whereas, in his first appearance in the golf tournament in 1970, he gained national prominence when he hit a golf ball which caromed off the head of Doug Sanders, one of the foursome with whom Vice President Agnew was playing (and the Democrat of the four)." Commenting on Agnew's attempts at improving his golf skills, the document goes on to elaborate that "on the first tee with Bob Hope, Willie Mays and Edgar Eisenhower, as the remainder of his foursome, the Vice President took one swing at the golf ball and propelled it 20 yards, where it hit a male spectator and bounced off the forearm of Mrs. G. L. Decker of Salem Oregon.". The State Senate of Maryland proclaims its resolution thus: "Resolved, That the Senate of Maryland take due notice of one of Maryland's notable native son's second annual high jinx on the links and that the Senate suggests that Vice President Agnew use a marshmallow golf ball if he participates in another golf tournament." The stamped signatures of the President of the Senate William S. James and Secretary of the Senate Oden Bowie are affixed at the bottom. All three, Bowie, James and McGuirk were Democrats. The broadside is in fine condition. Oden Bowie (d. 2012) was Secretary of the Maryland Senate from 1969 through 1998.William S. Hayes Agnew, immortalized in Thomas Eakins' celebrated painting *The Agnew Clinic*; William Pepper, influential Provost of the University of Pennsylvania and one of the leading figures in American medical education; James Tyson, prominent authority in internal medicine and pathology; Horatio C. Wood, pioneering neurologist and pharmacologist; Theophilus G. Wormley, internationally respected toxicologist and forensic chemist; William Goodell, noted gynecologist; Civil War surgeon and medical author John Ashhurst Jr.; renowned obstetrician Barton Cooke Hirst; and physiologist Edward Tyson Reichert.
