The collection contains not only new documents revealing the position of the Russian government and the Seimas of Finland, but also new subjects: the work of the State Council commissions for Finland, the formation of a new mechanism for managing the Russian outskirts, the development of a new "Form of Government" in Finland in 1906-1907 and others.
