Often, it would seem, courtiers' lodgings were allocated by word of mouth; not surprisingly, much confusion resulted and in 1670, Sir Christopher Wren's Office was ordered to draw up a plan showing clearly who was entitled to occupy any particular space, and who was responsible for the maintenance of each part of the enormous palace. In its heyday, Whitehall covered some twenty-three acres with at least 1,500 rooms to be doled out in courtiers' lodgings, and a legion of courtiers eager to fill them. Save for the Banqueting House, this plan is all we have left of Tudor and Stuart Whitehall for, on 4 January 1698, an accidental fire destroyed more than half the palace, including the Royal and State Apartments. For a generation, the site lay desolate and then, slowly, began to turn into the Government Office area which we know today. The 1670 Plan, which Simon Thurley analyses here, provides us with an insight, a peep-show, into the teeming, jostling, colourful, competitive, over-crowded labyrinth which was Charles I's Restoration Court and, at the same time, reveals the topography underlying a vital part of modern London.
