Institute for Policy Studies cofounder Raskin--critic since his Kennedy Administration days of a "national security state" (he coined the term) that undermines democracy and misallocates resources--is one of the most penetrating, insightful (though currently unfashionable) political philosophers in the U.S. In a dozen long essays on the state of the nation and the world as the millennium nears, the analysis and arguments are more accessible than in Raskin's more academic publications. Make no mistake: even a relatively accessible Raskin is dense and demanding, but libraries whose political philosophy collections are heavy on Gingrich and Will (or Hayek and Friedman) should include Raskin as well.
