This study is an attempt to illustrate the approach to providing spatial dimensions to planning at the District level using North Kanara District (Karnataka) as a case study. In the context of planning from the grass roots level, it is essential to eveluate the variations in natural environment, demographic and socio-economic attributes of population using human settlements as loxations. Likewise, the physical resources and their areal variations have to be evaluated in order to assess the development potential and the maner in which the economy of the District needs to be spatially organized. The District has withinit, parts of larger sub-regions of Karnataka the coastal plains and foot hills, the Western Ghats (Malnad) and the traditional area (Semi-Malnad). It is against this background and the historical and politidal process at work that the study provides approach to the for mulation of development strategy appropriate to the District.
