Issued as Report no. 50 to accompany bill H.R. no. 748, House of Representatives, Thirteenth Congress - Second Session. The report outlines a seizure of the ship Malaga, under reasonable suspicion of it being employed in the illegal slave trade. The ship was brought to Massachusetts, but was later returned to its captain due to a lack of claim. The officer in charge of the seizure was consequentially sued, and though the suit was dismissed he was liable for court costs. The report seeks to appoint an officer who will determine the proper recompense to Bispham, so that he is not penalized for his "intelligent and honorable performance.".
