The practical utility and the availa bility of means to put this thing into being have well been demonstrated. The fog is rising, and the imaginary difficulties that have so long stood in the way of progress have well-nigh vanished. The tune has changed from it can't be done to wherewith shall we get the money? That is not an unanswerable argument with American people - if it were, this question of automatic train control would never have come into exist ence, for, to begin with, we would never have had railroads.
