States rent violence when they don't want to be seen owning it. From Xenophon's Ten Thousand walking back across the Persian Empire in 401 BCE through Carthage's catastrophic war against its own unpaid mercenaries, the Byzantine Varangian Guard, the Italian condottieri who eventually became the rulers of the cities they had been hired to defend, the East India Company that grew from a trading firm into a continent-sized state, Wallenstein and the Thirty Years' War, the Hessians at Trenton, the French Foreign Legion, the postcolonial affreux of central Africa, Executive Outcomes, Blackwater, and finally the Wagner Group's June 2023 march on Moscow, The Mercenary traces three thousand years of the trade in contracted violence. It argues that the wealthy democracies of 2026 are approaching what the historical record calls late mercenary phase: the point where a state's military operations are so thoroughly outsourced that it has lost the ability to fight without contractors.
The book extends the argument to the next layer of outsourcing: the algorithmic targeting system and the AI-driven kill chain as the mercenary's heir, sharing the same structural features of distance, deniability, and low operator-casualty risk, plus a new one, the contracting state's inability to disentangle itself when the contract should end.
Drawing on Xenophon, Polybius, Machiavelli, and modern accounts of Executive Outcomes, Blackwater, and Wagner, the book identifies a single recurring pattern across three thousand years: every state that hires an army to fight for it eventually discovers it cannot afford to let that army go. The historical record on what happens next is not encouraging. This is a history for policymakers deciding whether to keep going down this road, and for everyone else who will pay the cost of that decision.
