The National Research Council's report on materials estimated to be needed by the United States military began with a congressional report indicating that the military had too great a stock of materials and ordering the excess to be sold off. The Department of Defense asked the council for an independent evaluation. Conclusions are unsettling. The National Defense Stockpile is not structured to respond rapidly to modern needs and threats. The Department of Defense "appears not to understand its needs...or to have adequate information on their supply." In sum, there is not enough data to determine what is needed. The recommendations are mainly centered on better organization and methods of finding information. The council is also concerned with international transportation of needed military materials.
