"War as an Instrument of National Policy and Its Renunciation in the Pact of Paris" is a seminal study by James Thomson Shotwell on the Kellogg-Briand Pact and the shifting paradigm of international relations in the early 20th century. As one of the primary architects and proponents of the pact, Shotwell provides an authoritative analysis of the legal and moral framework behind the collective effort to outlaw war as a tool of statecraft. The work explores the historical evolution of diplomacy, the impact of the First World War on global policy, and the philosophical underpinnings of the treaty signed in Paris in 1928.

Shotwell meticulously details the negotiations and the geopolitical climate that led to this landmark agreement. He examines the challenges of enforcing international peace and the transition from traditional military strategy to a world order based on legal arbitration and collective security. This volume remains an essential resource for understanding the idealistic yet significant attempts at permanent peace during the interwar period. It offers profound insights into the origins of modern international law and the ongoing struggle to harmonize national interests with global stability.
