Armed conflicts range from Somalia to Yugoslavia, and Liberia to Cambodia. Of the many resulting casualties, perhaps none are so tragic as the innocent civilians who are deprived of access to international help because governments and insurgents prevent humanitarian agencies from acting. Not only do these conflicts tax the financial resources of the international community, they also pose intellectual and operational challenges. This volume sets out to analyse the most critical of these challenges and proposes forward-looking solutions by both practitioners and scholars. The authors discuss the use of military force in protecting imperilled populations, the connections between international humanitarian intervention and the resolution of underlying conflicts, and the adequacy of existing institutions now that traditional understandings of sovereignty are breaking down. The nine chapters are linked by policy commentary from the editors.
