Inhaltsangabe: This book is about the possibility of developing practical and habitable low-income housing in India based on the implementation of three simple constructs: affordability, cost-recovery and replicability. In this context, Pugh argues for a shift in emphasis in housing policy from radical redevelopment to a system of feasible upgrading. He buttresses his argument by citing the success of various World Bank-aided projects in India. In the process of describing these new efforts, Pugh critically analyzes the Indian government's housing policy, the economics of reform and the failures of land policy in Delhi.
Rezension: `Makes many important observations on housing finance and policy, without neglecting the important cultural aspects. It provides an excellent review of the learning process by which national and state governments have evolved their approaches towards urban housing during the last two decades. This success is due in no small measure to the presentation of different theories and ideological perspectives and empirical evidence, which allows the reader to draw his or her own conclusions' - Public Administration and Development
`Dr Pugh critically analyses the `Indian Government's housing policy,' the economics of reform and the failures of land policy in Delhi. This comprehensive study will not only serve as a text book for housing in India but will be of immense practical value to those interested in the problems of housing and urbanization.' - Social Action Book Review Supplement
`...highly recommended.' - Development and Change `Pugh based his concept of housing not on a textbook but on the real experiences gained in the course of urban development, especially in India's four metros - initiated with World Bank aid. That leads him to plead for a shift in the emphasis on housing policy, from radical redevelopment to a system of gradual uplift' - Business Standard
