War still commands the attention of all. In Russia and the Penin sula, in Austria and Italy, Napoleon's forces add to their conquests. In the House of Commons on February 4, 1808, Canning declared that Buonaparte well knew that the maritime power of Great Britain was the only impediment to his universal aggrandisement, etc.
