Decentralised Governance has been accorded a central place in the discourse on development. It is increasingly being recognized that without appropriate governance structures at the local level; it will not be possible to generate sustainable Rural development. This calls for improved people?s participation by way of effective decentralisation through local self-governments and involving civil Society and voluntary Organizations to accelerate socio-economic development. From the administrative point of view, decentralization promises more effective and efficient government, as well as an improvement in the quality of the services delivered. The local authorities know the needs and options, and they are therefore in a better position to establish the right priorities than a government far away. Achieving greater Democracy at the local level must be a crucial component of the broader task of transforming the practice and quality of democracy in India. It represents one means of participation in the larger Democratic system, which is relatively accessible to the disadvantaged and can be potentially a stepping stone towards other forms of democratic participation. Local democracy can also directly be an important force towards social change and in ensuring the livelihood security of a vast majority of the poor-a Factor of utmost importance in the wake of the current Wave of `liberalisation, privatization and globalization`.
