A good copy. $65. * Provides a compilation of the discussions from the 1847 Illinois Constitutional Convention. As the official record was not published, Cole reconstructed the debates using newspaper reports, primarily from the Illinois State Register. The 1847 convention was convened to address deep-seated issues with Illinois's first constitution, and the proceedings reflected calls for "economy, retrenchment, and reform". The new constitution was partly a response to Illinois's financial crisis of the 1830s. It sought to limit government power, curb spending, and set low salaries for public officials. The convention expanded suffrage to include all white male residents of voting age, regardless of how long they had lived in the state. Delegates sought to restrict the creation of banks and their ability to issue paper money. The new constitution prohibited the legislature from chartering new banks unless approved by voters via referendum. Although slavery was already prohibited, the convention debated issues related to race. It ultimately approved a referendum-which passed-to restrict the migration of free Black people into the state. Local government: To satisfy the growing population of settlers from the northeastern United States, the new constitution permitted the creation of townships with a more democratic, New England-style local government structure. This publication, part of the Collections of the Illinois State Historical Library, was a crucial historical contribution. Published decades after the convention, it created a formal record of the discussions that had previously only existed in various newspaper archives.
