The comparison is confined to sections of the Code' expressly amended, added, or repealed by the bill, In general, sections amended only in part are printed in full. Omissions Of sections or parts thereof are indicated by lines of stars. Unchanged language appears in roman; new House language in italic; and language repealed by the House in stricken-through type. Matter stricken out by the Finance Commit tee is enclosed in black brackets; matter added by them is printed in bold face type. Language that is not in fact new is printed in roman, notwithstanding the fact that the amending section of the bill may purport to amend in full.
