Comparative Constitutional Engineering: An Inquiry into Structures, Incentives and Outcomes

This study covers all democracies, inquiring why governments are stalemated, why parliaments are poor controllers and why many political systems fail to perform as intended or predicted. This text uses a practice oriented analysis of which structures apply to what ends. In Sartori's view, constitutions should not be left to constitutional lawyers nor to highflown philosophers. He criticizes political scientists too, partly because they neglect the comparative method as a method of testing and controlling generalizations.
