Roger Carlton is a veteran city manager, community strategist, and civic problem-solver whose career spans more than four decades of public service. Born in Malden, Massachusetts, and raised in Miami, Florida during the era of civil rights and Vietnam-era upheaval, Carlton's early experiences with responsibility, inequality, and resilience forged the leadership instincts that would later define his profession. A graduate of the University of Florida with an MBA from Georgia State University, he began his career in federal service before stepping into some of the most challenging roles in local government. Carlton served as City Manager for multiple Florida municipalities, including Miami Beach, one of the nation's most complex, politically charged, and high-stakes destinations.
