David E. Fraser, Ed.D., MPA, is an executive leader, public administration educator, author, and organizational consultant with more than three decades of experience across government, higher education, healthcare administration, and the nonprofit sector. He teaches graduate-level courses in public and healthcare administration at California State University, East Bay, where his work emphasizes the connection between academic knowledge and professional practice. His areas of expertise include public-sector leadership, budgeting and financial management, organizational effectiveness, strategic planning, public policy, and grant development. Dr. Fraser is the founder and managing director of Fraser Leadership Group and the author of publications addressing leadership readiness, strategic funding, and applied public budgeting.
