Detective Inspector Joe Mozart and his partner deal with a case where a man is left tied up, beaten and lying in a puddle, adjacent to the Thames at Barking Creek. He owes money for drugs to an east end drug cartel, but unbeknown to them, he is also the banker and money launderer for The Family, who are major criminal overlords, and who supply drugs to dealers such as the cartel. The man keeps hidden records of the financial dealings of The Family, and now he has been brought to the attention of the Police he must be eliminated. The Cartel are given the task by the Family, who are feared throughout London and the Home Counties, having gained their riches through violence, intimidation and terror. Those who have upset the Family have often disappeared without trace, The family are George Armstrong and his two sons, who now wish to move into arms dealing as a finale to their criminal activities, supplying arms to African countries on the UN embargo list,
Mozart and Stevens are co-opted onto a specially formed squad involving MI5, MI6, GCHQ, The National Crime Agency, Police and HM Customs. A top secret squad formed to bring about the downfall of the Family. Container loads of arms are ordered through Russian Arms Dealers and shipped to Africa via the port of Odessa. Somali pirates, under the leadership of Mohammed Umbedi Hassan who believes himself to be a reincarnation of the Mad Mullah intercept the arms shipment at sea, but the ship is intercepted by the Royal Navy. There is a gun battle on the ship and a confrontation and stand-off with the Russian Navy. Hassan escapes and there is a final violent meeting in Mogadishu when he meets the Armstrong's who are expecting payment for the arms shipment.
