God’s purpose was that man, not Satan, rule the earth, but man did not achieve God’s purpose. Satan tempted and man fell in Genesis 3 allowing sin to enter and man to come under Satan’s power. Genesis 1 speaks of God’s will at Creation. Psalm 8 speaks of God’s will after the Fall. Hebrews 2 speaks of God’s will in Redemption. We see here that in redemption God’s will is still for man to obtain authority over the earth and destroy the works of the devil. 1 John 3:8.
