I understand due to my experience in Africa, Caribbean and Latin America that many law enforcement, paramilitary and military units do not have the budgets or resources that their counterparts would have access to in say the United States or Europe. And in the majority of cases these cops and soldiers in developing countries face far greater risks than their counterparts in the United States or Europe. This book is written with the aim to give the reader the knowledge to be able to formulate and execute counter insurgency operations with minimal equipment and logistical support.

This book is to be used as a guide for training and operations because it would be impossible for me to cover all aspects, issues, and outcomes of operations. Every situation, location and target are unique, and your best teacher will be your experience. Flexibility, adaptability, the constant adjustments and refining of tactics, procedures, and mindset are crucial. Remember, the criminals and terrorist who are your opponents, do not follow a rules and procedures book.
