You have read the paper. You understand what it recommends. You may even agree with it. The question that remains is whether its reasons justify what the university is being asked to do.
University governing bodies approve forecasts, business cases, appointments, closures, mergers and reforms. The paper in front of them usually looks complete. It may even have been marked "for information only". Yet a consequential choice can rest on something that has not been established: a saving that is really a hope, an assurance with a narrow boundary, or good news that does not support the next step.
Before the Vote is a practical guide to reading those papers well. It does not teach suspicion or an objection for every proposal. It shows how to find the uncertainty that matters, ask one principal question, and judge what the answer would justify. That might be further work or a smaller commitment. It might equally be a sound basis to invest more, make the appointment or proceed with confidence.
Chapter by chapter, the book follows the papers boards actually receive:
Each chapter draws on documented episodes from universities in several countries. Invented example papers show how the decision changes as the evidence changes. The book ends with reference sheets, a board-paper cover sheet and a decision-and-follow-up record for use alongside real papers.
The book is written for:
It is the second book in the Open to Question series. It stands on its own, and you do not need to have read Brilliant on Paper first.
Begin with what the paper asks the institution to do. Then look for the evidence that would make that choice defensible.
